Faulty stopcomm statement in registerhttpcallback

Description

When I wasn't putting in a correct ip (I was using an IP of "+ ip +"), the stopcomm statement in line 150 of registerhttpcallback threw an error and my program never raised an HttpConnectionError? because listencommhandle doesn't exist.

I used the attached code (named encapsulatedwebserver.mix) ran the preprocessor and called it with "python repy.py webserver_restrictions.test encapsulatedwebserver.py" webserver_restrictions.test exists in the assignments folder.
